West Valley Cleanup Alliance, LLC (WVCA) has been awarded the West Valley Demonstration Project (WVDP) Phase 1B Deactivation and Demolition (D&D) Contract by the U.S. Department of Energy’s Office of Environmental Management (DOE EM). Leading environmental remediation activities at the former commercial nuclear fuel reprocessing center, WVCA comprises BWXT Technical Services Group, Inc. (BWXT); Amentum Technology, Inc. (Amentum); and Geosyntec Consultants, Inc. (Geosyntec).
The contract was awarded on October 31, 2024. Contract transition began on DATE HERE, the effective date of the formal Notice to Proceed. Following a four-month transition, WVCA will assume WVDP operations in TIME FRAME HERE, 2025.
WVCA is a joint venture that comprises BWXT, Amentum, and Geosyntec companies.
The three parent companies are joined by two teaming subcontractors: Perma-Fix Environmental Services, Inc. and North Wind Portage, Inc.
Jason Casper is the President and Program Manager and leads all aspects of the WVCA team. Casper is the site’s current president and general manager and brings important continuity of operations between the outgoing and incoming contractors. He has 29 years of experience managing and executing environmental projects.
Peggy Loop, Waste & Site Operations Manager, is another incumbent manager who will remain in her current position. Loop has 35 years of specific West Valley program experience. She has been essential to the program’s evolution and growth, leading establishment of the site’s transuranic (TRU) waste program and driving sustained efforts to maintain the site’s facilities and infrastructure.
Dan Way, Decontamination and Decommissioning Manager, joins the WVCA management team from BWXT, where he has led D&D activities at four sites in four states, managing a staff of more than 200 people. Way was previously chief of nuclear safety operations at the Y-12 National Security Complex and is a 20-year veteran of the U.S. Navy.
Elizabeth Lowes, Environment, Safety, Health, Quality & Regulatory Manager, continues in her incumbent role at West Valley and assumes additional responsibility for ESH&Q beyond her current role as vice president for regulatory strategy. Lowes has more than 30 years of relevant experience in regulatory management roles, including more than 20 years at West Valley. She also served as an environment, safety & health program manager on the Los Alamos legacy waste cleanup contract.

Our community engagement activities will focus on these primary areas:
WVCA commits to subcontract 35% of cumulative task order value to small businesses, providing meaningful work to deliver phase 1B end states. We will fully integrate our master small business plan into the task order management process. We plan to provide access to new subcontractors, offer new work scopes to small businesses, and create subcontracting opportunities in non-traditional roles that are focused on cost-effective delivery.
